Alongside the Otara-Papatoetoe Local Board and the community, Eke Panuku have developed a masterplan for the future of Old Papatoetoe. The masterplan aims to help create an Old Papatoetoe that is a popular place to live, to shop, for people to meet and enjoy themselves, and provide the services and facilities the community needs.
This plan was a team effort, with input from all parts of the council whānau as well as the local community who provided feedback during public consultation in August and September 2021. It follows the foundation work of many previous and current council and local board plans. It is enabled by the Auckland Unitary Plan’s drive for a higher-quality and more compact city, and its outcomes support those of the Auckland Plan 2050.
The masterplan area spans approximately 12 hectares. It encompasses the Old Papatoetoe main street (St George Street), the Papatoetoe train station, and several council-owned properties. With excellent connectivity to key regional destinations—including Auckland Airport, Middlemore Hospital, Manukau, Wiri, the Puhinui Interchange, and the city centre—Old Papatoetoe is positioned as a vibrant and accessible hub.

The masterplan includes 12 projects ranging from streetscapes and reserve upgrades to development sites and upgrades to existing council amenities.
Some of the projects in the masterplan have already been completed, including the Papatoetoe Mall and town square area, and a residential development at 91 Cambridge Terrace. Others are currently underway including the upgrade of Chambers Laneway and Cambridge Terrace extension. The upgrade of Stadium Reserve is starting in early 2025.
The public realm projects all aim to improve connectivity and safety as well as provide better amenities for the growing community of Old Papatoetoe. The private developments will bring more homes to the area which will contribute to increasing the number of people living, working, and shopping in Papatoetoe which will boost safety, vibrancy, and economic activity in the town centre, providing more customers for local businesses.
When the masterplan is completed, Old Papatoetoe will have:
· A new and improved Stadium Reserve with a new playground and recreation area
· Improved and safer links between the main street, public transport connections, and community spaces including the Allan Brewster Leisure Centre
· Flood mitigation measures
· Upgraded community facilities and restored heritage buildings
· More affordable, healthy homes with more choice.
Overall, the masterplan is set to create a more connected, accessible, and vibrant community in Old Papatoetoe. The investment in public spaces is expected to attract further private investment, resulting in sustained growth and regeneration of the town centre.
By prioritising quality public investment, Eke Panuku Development Auckland is laying the groundwork for a thriving, dynamic future for Old Papatoetoe.
